from a merchant family, the younger brother of the artist ND Milioti. Special arts education is not received. He was engaged in painting and drawing under the guidance of his brother Nicholas. In 1890 he studied at Moscow University of Law and History and Philology.

lived in Moscow. He painted portraits, landscapes, still lifes, creating songs on the fabulous, fantastic scenes. Part of the Commonwealth "Blue Rose". Collaborated in the magazines "Libra" and "Golden Fleece" (1906-1909) as a designer and art critic, was in charge of the publishing department of the magazine "Golden Fleece". In 1906, his debut as a theatrical stage designer in the performance of Meyerhold by H. Ibsen's play "Hedda Gabler" at the St. Petersburg theater Komissarzhevskaya.

In 1909 he walked away from the art and left Moscow. In 1910-s served in the northern provinces of criminal investigators. During the revolution he returned to Moscow and resumed the arts. He worked in the Commission for the purchase of paintings in the Museum fund in Moscow. A series of drawings for "Feast in Time of Plague" by A. Pushkin (1927), created paintings for explanation of literary (Cervantes, Gogol, Charles Dickens), and classical music .

Participated in exhibitions of "Blue Rose" (1907), "World of Art", Union of Russian Artists (1900-e), "22 Artists" (1927) in Moscow. After 1927 in the exhibition activities did not take part.

Milioti's leading masters of Russian Symbolism. For his work is characterized by a romantic order, fantastic, so unreal; painting style distinguished by diminutive size letters, ornamental, and vivid colors.

Milioti works are in many museum collections, including the State Russian Museum, State Tretyakov Gallery, Pushkin Museum im. Pushkin and others.
